Some people with an Indonesian temporary stay permit can apply for permanent stay, but simply living in the country for years does not make everyone eligible. Indonesia calls the temporary permit ITAS and the permanent permit ITAP. What matters is your actual permit category, sponsor and qualifying circumstances—for example, a recognised family relationship, certain employment histories or qualifying investment activities.
If you are married to an Indonesian citizen, your marriage and family-permit documents lead to one set of questions. If you hold an employer-sponsored temporary permit, your work category, sponsorship and residence history matter instead. If you are here only on a visitor permission, you are not yet applying to convert an ITAS to ITAP. You may need to investigate a lawful temporary-stay route first.
There are two decisions, not one: extend the temporary permit you already hold, or apply to change status if your specific route allows it. Start by reading your permit's visa index, sponsor and expiry date. A broker's “KITAS-to-KITAP package” cannot tell you which of those routes Immigration will accept.
First, check the permit you already hold
A visa is the basis for travelling to Indonesia and seeking admission. A residence permit is the Immigration authority's permission to remain after the applicable process.
- ITAS (Izin Tinggal Terbatas) is a limited stay permit. People commonly call its physical or electronic record KITAS.
- ITAP (Izin Tinggal Tetap) is a permanent stay permit. KITAP is the commonly used card/document term.
- Alih status is a formal change of stay-permit status. It is not the same thing as extending the permit you already hold.
- Izin Masuk Kembali (IMK) is a re-entry permit relevant when an ITAS or ITAP holder travels abroad.
“Permanent” does not mean Indonesian citizenship, unlimited work permission or exemption from renewals and reporting. Indonesia's Immigration Law provides for ongoing ITAP status subject to conditions; it also gives circumstances in which the permit can end.
Which people may qualify for permanent stay?
| Your situation | The practical eligibility question |
|---|---|
| Married to an Indonesian citizen | Is the marriage legally recognised, has it reached the relevant two-year marriage threshold, and is the family-based permit/document chain in order? |
| Employer-sponsored worker | Does your actual worker category qualify for ITAP conversion, and have you met the applicable qualifying residence period and employment documents? |
| Investor or religious worker | Does your verified category and underlying investment or institutional activity still meet its requirements? |
| Joining an ITAP-holding spouse or parent | Which family relationship, age and marital-status rules apply to this applicant? |
| Former Indonesian citizen or certain repatriation / second-home categories | Does your precise category follow ordinary conversion, a special route or direct grant rather than the standard worker pathway? |
The Immigration Law, Articles 54 and 60 identifies several ITAP applicant classes and distinguishes a three-year residence test for relevant ITAS categories from the two-year marriage-duration rule for qualifying mixed-marriage families. The Central Jakarta Immigration conversion service includes workers, religious workers, investment, family reunification, repatriation and specified second-home routes.
Those are not two interchangeable ways for any visitor to become a permanent resident. A person married for two years does not necessarily have a complete application without a lawful status and supporting family records. An employee cannot assume that a three-year work history under changing visa categories guarantees approval. Ask Immigration to confirm the rule for the precise visa index and sponsor.
What would you do in your own situation?
Example 1 — employment: You have an ITAS supported by an Indonesian company, and it expires in a few months. Before deciding between another ITAS extension and an ITAP application, ask the company to document your current sponsored category, original and successive ITAS periods, labour-related authorisations and any pending employment change. Changing employers is a different immigration and labour question; it is not solved by applying for a longer card.
Example 2 — Indonesian spouse: You and your Indonesian spouse have a legally documented marriage approaching two years. Gather the marriage record, evidence of the Indonesian spouse's identity and family register, your current residence permission and any foreign-marriage registration or translation evidence the local office requires. Do not apply solely because an agent says “two-year marriage equals KITAP”; verify your existing family-based status and the actual filing procedure.
Example 3 — visitor: You entered on a tourist or visit permission, not an ITAS. ITAS-to-ITAP conversion is not your next application. Determine whether you can lawfully move to an appropriate ITAS route first; do not assume every visit permission is convertible.
An ITAS extension retains your limited-stay status. According to Central Jakarta Immigration, application windows depend on the current ITAS term: generally the 30-day window for permits up to one year and three-month window for permits longer than a year, ending on the permit-expiry day. That is not the same filing instruction as an ITAS-to-ITAP conversion.
If you qualify, how does the change application work?
Start with the official conversion instructions. The service describes an application by the foreign national, sponsor or responsible party through the official system to the Immigration Office responsible for the applicant's residence.
- Check the category before paying. Confirm whether this is really a conversion and which applicant/sponsor account should file. Ask about the Immigration office's 30-day-before-expiry filing instruction early, rather than leaving it until the last week.
- Assemble the core records: valid passport; current ITAS; applicable sponsorship proof and sponsor identity; an integration declaration unless the stated minor-child exception applies; and family members' ITAP where the application relies on joining an ITAP holder.
- Add category-specific evidence. A spouse case needs the appropriate marriage and Indonesian spouse/family records. Employment and investment cases can require their own authorisation, corporate, commitment, financial or continuing-activity evidence. Immigration expressly refers applicants to the requirements for the destination visa index; there is no universal document set.
- Submit the application and keep the real reference. Immigration's published sequence includes document reception, a photograph, fee verification and escalation for decision. Use the official e-Visa/Immigration system and the relevant office's instructions—not just an intermediary's invoice.
- Resolve deficiencies promptly. The central office states that when it sends an electronic document-correction notice, corrections must be supplied within two days of the notification or the application may be rejected. Monitor the account and contact details actually used.
- Verify the issued record. A submitted form, paid fee or processing receipt is not an approved ITAP. After grant, inspect name, permit category, validity and re-entry permission; save the electronic document.
Timing caution: the published conversion guidance says to submit the request “paling lama 30 hari sebelum” the ITAS expires, while other office material uses “paling lambat 30 hari sebelum”. Because these phrases can be read differently when planning the filing window, contact the responsible Immigration Office well before the last 30 days, obtain its current submission window in writing if possible, and do not assume a late filing is safe. This is a real timing ambiguity, not a grace period.
What does the complete application cost?
The government fee can involve the stay permit and re-entry authorisation, and there may be separate document translation, marriage registration, company paperwork and agent costs. Official office fee pages currently display non-identical totals or component tables for ITAP and some renewals. Rather than quote one number as a universal October 2026 price, request the current itemised government payment assessment for your exact category through Immigration before making a nonrefundable payment. Check whether an advertised package includes the re-entry permit, notary/translation and sponsor handling.
If a broker promises automatic conversion, permanent work rights or exemption from every future immigration visit, insist on an exact legal basis before signing or transferring money.
What permanent stay changes—and what it does not
ITAP is more durable than a limited stay permit, but your expiry, reporting and re-entry records still matter. The ITAP renewal service describes a renewal application window starting three months before expiry, with submission by expiry; a paid, timely application can have different overstay treatment while a decision is pending. Do not treat that as permission to remain indefinitely without filing. The particular permit term and reporting arrangements should be read from the issued record and current Immigration instructions.
Before leaving Indonesia, verify the IMK/re-entry authorisation and both its validity and the underlying stay permit. East Jakarta Immigration distinguishes single- and multiple-entry permissions. Departure without an appropriate valid re-entry arrangement may jeopardise the ability to return on the same residence status.
Employment remains a separate question. Immigration status, employer authorisations and allowed business activities are not synonyms. The Immigration Law's Article 61 addresses work or business activities for specific family-linked and former-citizen categories; it is not a universal permission for every ITAP holder to take any job. If you change sponsors, move to another Immigration district or your marriage/employment ends, ask which status and address-change procedure applies before relying on the old documents.

The useful next step is not to buy an agent's “permanent residency” package. Take your existing permit, passport, sponsor information and expiry date to the Immigration Office responsible for your address. Ask which eligibility category you fall under and whether you should extend ITAS or apply for ITAP. If your existing status does not qualify, sort out the lawful temporary-stay route first. Only pay for document preparation once Immigration's filing route and deadline for your category are clear.
