Indonesia’s Global Citizen of Indonesia (GCI) programme has separate routes for former Indonesian citizens, qualifying descendants and specified family members—not a general relocation visa. It is a residence pathway for foreign nationals with documented ties to Indonesia. The government names former Indonesian citizens, some descendants of former citizens, qualifying spouses and children, and specified family-reunification cases. It does not grant Indonesian citizenship, and it is not an open-ended visa for any foreigner who simply wants to move to Bali.
If you are considering it, your first task is to determine which relationship gives you a possible application route. A former Indonesian citizen proving their own former nationality is not in the same category as a foreign spouse relying on a marriage certificate or a grandchild tracing a family line.
Find the visa category that fits your relationship
| Your situation | GCI index to investigate | What you need to establish |
|---|---|---|
| You previously held Indonesian citizenship | E32E (repatriation) | Proof of previous Indonesian citizenship and the current foreign identity |
| You are a descendant of a former Indonesian citizen, up to the second degree | E32G (descent) | Documentary chain identifying the former Indonesian citizen and how you are related |
| You have special skills and are a former Indonesian citizen or qualifying descendant | E32F / E32H | The same ancestry or former-nationality evidence and a central-government invitation/guarantee for this special route |
| You are legally married to an Indonesian citizen | E31A family route | The recognised marriage and the Indonesian spouse’s documents |
| You are the spouse of an eligible Indonesian residence-permit holder | E31B in applicable family situations | The actual sponsor’s permit category and the relationship; not every ITAS holder’s spouse can assume this is a GCI grant |
| You are a child of a legally recognised mixed Indonesian–foreign marriage | E31C in applicable cases | Birth, parentage, marriage and nationality documents showing how this specific category applies |
These seven indices are named in the 26 January 2026 Immigration GCI announcement and the Immigration category comparison. A name in a category list is not an eligibility decision. The exact applicant, legal relationship, visa index and underlying supporting evidence still have to match.
Example — former citizen: You were an Indonesian citizen before acquiring another nationality. Start with records that show you were an Indonesian citizen and what nationality you hold now. A foreign passport alone may not establish your former Indonesian status.
Example — descendant: Your Indonesian-born grandparent does not automatically prove the relevant legal test. Build the chain of records from the former Indonesian citizen through each parent to you. Where a birth, marriage or name-change record is missing, identify that gap before paying to apply. The government’s GCI announcement refers to descent from a former Indonesian citizen up to the second degree; it does not say every person with Indonesian heritage qualifies. Worked outcome: if a grandparent was Indonesian-born but you cannot document their former Indonesian citizenship and the two connecting births, you have two legal-document gaps, not a ready E32G application. Fix the evidence before paying.
Example — Indonesian spouse: Marriage creates a possible family route, not citizenship and not blanket permission to work. Confirm the marriage is recognised, which spouse acts as the responsible party, and whether your exact E31A path falls within the current GCI procedure. If you already hold an ITAS, the ITAS-to-ITAP conversion guide helps separate an in-country status change from entry on a newly issued GCI visa.
What does “indefinite permanent stay” actually mean?
Immigration describes GCI as a route to an indefinite permanent stay permit (ITAP) after the appropriate GCI e-visa and entry process. Its January 2026 announcement describes electronic ITAP issuance within 24 hours after entry for a holder entering on the approved GCI visa. It also describes GCI as separate from Indonesia’s investment-focused Golden Visa. https://jakartapusat.imigrasi.go.id/berita/imigrasi-resmikan-global-citizen-of-indonesia-di-hari-bakti-imigrasi-ke-76
The Bengkalis Immigration explanation says GCI holders should report every five years, while the Golden Visa is time-limited to five or ten years. “Indefinite” is not freedom from reporting, an assurance that status cannot be lost, a second passport, or an automatic right to take any job. The particular issued ITAP, re-entry record, personal circumstances and current regulations still govern.
If you already reside in Indonesia, do not assume you must leave and re-enter to become eligible, or that you can switch your current permit automatically. The published e-visa arrival arrangement and an in-country conversion are distinct procedures. Ask Immigration which one applies to your actual status before cancelling anything.
Prepare evidence before choosing an agent
The first sensible step is to assemble a small, readable evidence file. These are preparation suggestions, not a claim that every applicant must provide this identical checklist.
- Current identity: valid foreign passport, previous passports and all names used in official records.
- Relationship chain: previous Indonesian citizenship evidence, birth certificates, marriage certificates and name-change documents as applicable.
- Sponsor or responsible party: current Indonesian spouse/family member’s identifying documents, or central-government invitation in the special-skills categories.
- Current immigration status: existing Indonesian visa or ITAS/ITAP and address if you already reside in Indonesia.
- Financial evidence: income and any investment/guarantee documentation the actual GCI visa index requests.
- Document usability: whether records issued abroad need certification, translation or corrections before Immigration can rely on them.
This prevents a common expensive mistake: paying for a supposedly “guaranteed lifetime KITAP” before anyone has checked the family relationship and official index.
Income, guarantees and family exemptions: do not mix the routes
Immigration’s GCI announcement describes income evidence and an immigration guarantee for certain former-citizen and descendant routes. It mentions investments in approved instruments or qualifying property, with an amount that depends on the category. A separate announcement about the special-skills route describes a government invitation rather than the ordinary investment guarantee.
By contrast, Immigration says certain family-reunification GCI categories do not carry that immigration-guarantee requirement. A qualifying spouse should not automatically assume the same financial undertaking as an unsponsored former citizen.
Worked distinction: A qualifying spouse studying the E31A family route should not budget as though they already need the diaspora E32E investment guarantee; a former citizen using E32E should not expect the spouse-specific exception. The financial route changes with the class, not merely with the size of the household.
Do not make a deposit or property purchase using a headline figure from social media. The government’s public notices give an approximate income expression but do not provide a complete consistent, index-by-index current payable amount and approved financial instrument list for this guide. Obtain the live e-Visa requirements and a written current assessment for your exact index first. A statement that a qualifying guarantee can be withdrawn after the permit ends is not a promise of immediate, penalty-free reimbursement under every arrangement.
Applying and arriving: the practical sequence
The official GCI launch instructions direct applications to evisa.imigrasi.go.id. For applicants who have confirmed their category, the sensible order is:
- Confirm that the specific E31 or E32 index is available and applicable to your circumstances.
- Match all identity and relationship records, plus the right sponsor or responsible party, to that index.
- Check the actual income, guarantee, official charges and supporting documents in the current application before paying.
- Submit the application and retain the official application/decision reference. An application receipt or payment is not an approval.
- When a GCI e-visa is granted, check its use-by date and complete the required All Indonesia arrival declaration before entering through the chosen immigration checkpoint. The published rules mention integration with manual border checkpoints and autogates.
- After lawful entry, confirm the actual ITAP issuance and the underlying stay and re-entry records instead of relying on an agent’s promised processing clock.
If the portal does not offer your expected index, the family record is incomplete or the sponsor type is unclear, do not apply under a convenient but inaccurate code. Ask the competent Immigration office to clarify the category or consider a different lawful family/residence route.
For people seeking ordinary employment or a long stay without a GCI family/ancestry connection, start with Working and longer stays in Indonesia. GCI is not a substitute for the separate labour or tax checks that your actual activity may require.
The useful decision before paying is not “Can I buy a lifetime permit?” It is “Which GCI category can I actually document, and what do Immigration's current application requirements say for that exact category?”
